Is Silence Golden?

When executives announce the next big "change" in front of a group of employees, I marvel at their interpretation when no questions are asked. They often assume that when employees have no questions that they not only "got it," but that they also...wait for it.. "buy into it." Hah! Then there is the savvy, "not-so-naive"executive who is ready for the sound of silence and plants questions at the end of the announcement. What do you think is really going on in the minds and hearts of the employees?

Every change model advises how essential it is to make employees part of the change and the solution. Why do you think though that most executives today think that 1) they have the solution and 2) that telling employees about the change and how to change will be met with acceptance? Why do executives think that "Silence is Golden?"
